Electrical connection on key

I pulled the guage rack out of the dash today to look at the AC evaporator. I found a loose wire with a spade lug on the end. It's only 3-4 inches long and runs from what looks like a low voltage light socket next to the ignition key cylinder. It may be a ground, but I prefer to have somone confirm this or tell me what the connection is for and where it should go.
